In the early 1990s, a small group of mathematicians, cryptographers, and coders noticed something most people would only notice thirty years later. They did not write a manifesto. They wrote tools.

1991. A programmer named Phil Zimmermann released a piece of software called PGP, Pretty Good Privacy. It let anyone send a message that only the intended recipient could read, using math the governments of the time could not break.
Within months the U.S. government opened a criminal case against him for exporting munitions. Strong encryption, in 1991, was legally classified as a weapon. Zimmermann published the complete source code of PGP as a physical book, because books were protected speech in the United States. The case collapsed.
The world the cypherpunks predicted has arrived, quietly and almost completely. In 2022, Canadian authorities froze 257 bank accounts connected to a peaceful protest, without a trial. In 2024, the United Kingdom passed a law that allows the state to scan the contents of private messages.
